What I did:
Browse -> Apache Tomcat 6/7 -> Control -> "Quick Control" (or "Scheduled Control Action", doesn't matter)
Control Action: Restart
What happened in Hpyeric HQ:
Control Action: restart
Command State: Completed
Command Status: restart executed successfully

What happened on the host:
Apache Tomcat was stopped but did not restart.

By the way: There's a bug in the UI:
Quick Control -> Control Action: "Select..."
Now click the little green arrow button -> the Quick Control section disappears (see attached file).
PS: There's no category for Apache Tomcat 7, the server type is always announced as Apache Tomcat 6.
