Sigar exception when starting agent

Hi,
This is from an agent log:

org.hyperic.hq.product.PluginException: Error getting pdh data: org.hyperic.sigar.win32.Win32Exception: The computer is unavailable

Not sure what's causing this. Missing dependencies?

This is on Windows Server 2003.
